The standard work on the topic is Bob Hall's book "Old English Paperweights" (Schiffer 1998) - where you find details (including many images) of the manufacturers mentioned in the ebay auction as possibilities - just some rough points in time:
Bacchus and Son: around 1850
Richardson: before WWI
Arculus: after WWI (1848 canes are known)
Walsh-Walsh: before/during WWII
So it covers a fairly long time period.
