Possibly Chinese but studio-glass like base

I'm guessing from looking around as much as I can that this is possibly Chinese, but the base looks as though it just 'may' be a studio piece (please bear in mind though that I have no knowledge of p/w at all ;D).  the base is ground round the edge but not flat ground and isn't polished.
I may give it as a present for a friend's young daughter, and I thought it was rather lovely  :-\
The stamen of the flower is beautiful, no idea how they do that, and it's quite neatly complex overall, well at least it is compared to my Chinese whale and fish one.  It measures 4"high x 3 1/2" wide.
