It screams Whitefriars to me, the colour is exactly the same shade as a piece I own already, the wear to base, the thickness of the glass the circular polished pontil and quality - all there. But......this design is unknown <snip> I think it's a WF vase gone wrong, and someone's turned the lip over for fun
My first thought is Zwiesel or WMF.
Whitefriars was the manufacturer who produced locally (for local people!) to the taste of the time but there are others who made simple cylinder vases in the popular sea green/ teal as well.
WF quality and finish are not sufficiently specific to arrive at a positive attribution, I think - you need a matching production number and at WF all is well documented.
Clear cased cylinder vases present no technical difficulty. They were considered so utilitarian by WMF in the 60s and 70s that no record was kept of production items or models. I don't think Riihimäki, Maastricht or Sea GLasbruk cared much for record keeping either.
