Strange technique

Here is a long drink glass or vase, the height is 13 cm., so just over 5" with the most curious decoration.

It is glass on glass. The cylinder is clear and has a nice ring - the applied decoration is foamy.

The raised decoration itself is floral, with birds etc - which to me is "Swedish Summer Motif" - it seems to be a recurring theme in Swedish folk art.

Has anyone ever seen this before, van anyone tell me how it was made, or perhaps even who made it?
