ID help ? Chinese weight ?

I have this weight. Could it be Chinese, first half 20th century?

  I'll start the ball rolling by saying,chinese base, new england canes and setup being copied by murano. Honestly it will be interesting to see what somebody makes of this one. Roger H. ;)

All around Chinese - base and canes.

The design is from the popular nosegay setups made by St Louis.
