I would attribute this piece to Kralik, although I would not call it overshot. Generally, with Kralik Overshot there is an alternating pattern of bands rough and smooth surface texture, as can be seen in Keith's example.

This piece exhibits the use of white frit which is considered to be a marker for Kralik production. I would classify the decor as a variant related to the Silveria family.....
