ID hints for milk glass ID = Stiver, Colle val d'Elsa, Italy

I bought this which is my first piece of what I understand to be Milk Glass. Any hints please on how to identify manufacturers. Is this piece English as many of the pieces I have seen on web appear to be from USA? 13 cms tall with nicely moulded underside to base, is this a typical feature?

I suspect this design to be from either Portugal or Italy, no evidence so far though.

If you were hoping for rare 19th ct glass it is not. But if you like a decorative piece 2nd half 20th ct, then congrats.
