Small cane paperweight

This paperweight is 1 3/8" in diameter.  It could well be recent Asian in origin, but does seem to be well constructed.  All opinions are appreciated.

It looks like an early Perthshire PP3 (Scotland) paperweight from 1969-1973.  They often have four rings around a center, but the earliest ones sometimes had three rings.
