Faceted Paperweight with 1982 Date Cane

I'm trying to figure out who made this one.  It has a central cane with the date 1982 on it and it is signed No. 14 on the base.  It has a starburst cut into the base (you can kind of see it in the close up photo).  Thanks for any help!  :)
