I think the technique is called tessere?
is the designer or maker known?

The technique used here is known as INCALMO where different shades of glass are seemlessly fused together to give a transient appearance.  This style and especially the greens and blues were made famous by Venini and this could possibly be by Tapio Wirkala who also made the Incalmo tehcnique famous
