Large Isle of Wight Vase

Large IOW vase in tortoishell - with flame mark to base and label.

What date is this - pre 80s - my books give 73 to 79 this type of glass and early label - and any idea of designer other than Michael Harris?

As the label has England included it probably is not at the beginning of the date range, as to when they started to add England to their labels...?
