Crystal paperweight - Mother and two children?

Hi all, I have had this paperweight for a while now and unable to identify the the woman, girl and boy. There is an etched marking to the base that reads E0991. I first thought it might be made as a one-off, but not too sure now. The information to the base might give some clues as to the origin and identification, however I am struggling to find any positive leads. Any info. will be appreciated.
