Chinese ?

I am rather new to the world of paperweights.  My research suggest this is probably a 1930's Chinese paperweight which appears as if it might would be considered a poor example.  I would appreciate any comments about this paperweights value and quality and if I did my homework correctly.

Typical chinese cane formation, but the clear glass and the non matt pontil type base are unusual to me. Roger.
