Probably Vasart Ltd.

If it was Strathearn I would have expected a flame polished base and a rather neater look to the canes and setting. If it was Ysart Brothers (Vasart) I would have expected a less tidy pontil scar with basic and quite wide grinding. But ....? Shortwave uv would provide a split between Ysart Brothers and later.
