It looks like emulsion paint that somebody has tried to wipe off. It might be calcium deposits from dried on water. It's unlikely to be water damage. Turps wouldn't hurt, neither would vinegar.

It may polish off, you could try T cut but it may need a bit of elbow grease.

Could they be flattened bubbles? - which would look like whiter patches within the surrounding amber glass.
