the base has a very small hollow where the blue drop ends.

Though your candleholder may have been made in the 90s, the design is earlier.  A similar 'object', designed by Hospodka, can be seen in the 1964/12 edition of the Czechoslovak Glass Review, accessible from Jindrich's Czech Glass website ( http://www.cs-sklo.cz/ )
