Grammar aside, it still doesn't explain why 'Ceske' is etched into the bottom... I highly doubt it's a reference to Czechoslovakia.

I can only guess: if you search ebay.com for "Ceska", you get 45 results (mostly cut lead crystal) with an etched mark, while there is not a single piece with this mark on German ebay (nor have I ever run across any pieces marked this way).
This listing sounds quite interesting, an advertising brochure by Ceska from 1984.

So I still would think this was sort of an export brand name...

It was a trademark of Czeska Art Glass Inc., which seems to have been a New York based company and may now be this one http://www.ceska.com/

I would guess an importer's mark

Interestingly some of these pieces sold by Ceska were Moser.

Looking deeper Ceska offices were at 41 Madison Ave, NY in 1984. Show rooms in New York, Chicago, Los Angeles and Dallas. They imported the products of 24 'studios' including Moser, Bohemia (hmmm), Exbor, Harrachov, Zelezny Brod, Jablonec.

Novy Bor animals sold from $100 to $500
Janku Animals (Has anyone got these) were a cheaper range $25 to $150
Moser was sold from $30 to $3000
Other ranges were $12 to $395
