Is this P/W Scottish ?

Hi to everyone, this weight came in an auction job lot yesterday and looked quite good, Strathern maybe ?. The weight is 1.5 inches high and just under 3 inches dia with a fire polished base on a blue ground. Any help on I/D would be much appreciated.
