Unkown Etched Glass Vase ID - Victoria Pelle???

Hello everybody!
I am trying to ID this vase and it is a total mystery to me.
The vase has light green color with etched decoration and is about 8'' high x 7'' wide .
The thing is that there are two signatures on the bottom- one ( I think this is the legitimate signature ) is hard to read but looks like "gell ulrih" or it is qell ul?ih" . This signature is well done using some kind or engraving rotary tool.
The other one which reads " Victoria Pelle 1995" looks like it is scratched with needle or other sharp object - this makes me think that this is the previous owner signature. The vase seems to be of a very good quality and looks Scandinavian to me .
I was wondering if someone around here has seen something similar...
