It looks like emulsion paint that somebody has tried to wipe off. It might be calcium deposits from dried on water. It's unlikely to be water damage. Turps wouldn't hurt, neither would vinegar.

It may polish off, you could try T cut but it may need a bit of elbow grease.

Could they be flattened bubbles? - which would look like whiter patches within the surrounding amber glass.

Hi & thanks for your input, no solution as yet, has been packed away still from our move. Someone did say it could be as made & it could be sandblasted or acid etched ?

Hi Kat

I believe the vase was manufactured by the Crown Crystal Glass Co. (Australia) circa 1930's.  It appears in Kevin & Margaret Conway's book "A Century of Household Glassware in Australia 1880 to 1980" in Vases - Authentic Australian.  It is sometimes referred to as "squared eye".  We had a green uranium version of this vase many years ago which was "snapped up" within about a minute of listing it on eBay by a collector in America! We have also had other pieces (serving bowls) with the same pattern. (FYI Conways' book does contain some errors in identification which have come to light over the years).
