Roy is spot on - it is an inkwell that has had the neck broken, before being ground and polished. The maker is not Bacchus - it is an unknown Englsih maker, and these are typical canes. The bottle would have had a stopper with one large millefiori cane in it. I call these 'Old English 2 Group', and if you check the
Old English ID page of my website you can see both a bottle and paperweights from this maker.
Regarding Bob's books, his Old English book is the best around, but the content is now around 20 years out of date, and contains quite a few errors, so use it with care. In my opinion about a quarter of the weights attributed to Bacchus are from other manufacturers. For example, he does not distinguish between two very different Queen's Head canes, only one of which is found in Bacchus weights - he tends to assume any Queen's Head cane means a Bacchus attribution, when the reverse is nearer the truth.
