Colour is very un-Joblingy and Jobling never used that style of plinth as far as I'm aware. I think your bowl is likely to be continental, but it's not a pattern I recognise unfortunately. Anyway, it's a lovely bowl whoever made it.
I don't think it's modern - looks right for 1930s-50s. The only caveat is that the colour is a little odd and does look a bit like modern recycled glass in your photos. However It's obviously from a good mould and it's been stuck up and cupped, not something I'd expect to see on a newer piece. How is the base finished? If it's ground and finely polished on the pics. If so, that's another sign of quality.
