art glass dish bubbles

My new conundrum
.Red cased over clear glass. I think
Bubbles small around base and increasingly bigger to the top.
And cirlces around the outside
Polished flat pontil
Some sort off dish but upside down it looks like a jelly fish
19 cm in diameter
8cm in height

Could it be white friars though the ring shape on the outside makes me doubt it.
