I don't think it will be Holmegaard either.  My example a PL 15625 has a much thicker layer of outer glass and the bubbles are not reaching the base.  Also I can't recall any pieces of that colour either.

Seen these described on various boards as Czech, Wedgwood and Webb.
Definitely not Whitefriars though, the bubbles are too neat and uniform.
Most Ruby ones don't have the large central bubble and very few do.
The rest of the colours most have the large central bubble a few don't.
A few here in the album including a rare large amber without the central bubble and unfinished base, a ruby without the central bubble also ocean green and twilight with the central bubble. The hardest to find, probably  ruby with the central bubble Sky blue also quite hard to find.

I see what you mean about Whitefriars. Yes they look the same until you look at the inverted base. My paperweight has a smooth base.
