Hello and welcome to the board :)
I believe this vase has been on the board before (well this shape but different colour I think) and no maker was determined.  My friend has one - superb piece with very thick clear casing on the base?

I may be wrong but it looks Czech, Karlovarske in shape and style, never seen this colourway before though. One of the Czech experts will know more.

Guesswork more or less, but I would think pieces in this style could be Romanian...

Another possibility would be "Lux Glass" Austria; but though the blue stripes would fit quite well, I have never seen this kind of pulled lobes decoration on a Lux Glass piece...
