I saw the image as a rope wrapped around a bollard with cobbles at the base, so maybe it's something with a maritime connection? I could be way off though!  ;)

How was it made? The "thing" in the centre looks pressed then frosted but the ashtray itself looks cut. What is the base like?

I agree with John a bit. It's a crocodiley dragon around a tower.
I did wonder if that might represent Krakow?
