cased glass for ID please.

No idea how to descibe this one. I can't work out how it was made.
 There are at least 2 layers of glass - the innermost being opaque white, with a transparent blue top layer. It is 20.5cms tall.
It doesnt have a pontil mark but the base has been polished /ground around the foot ring, it has a 'brushed' look inside this.
If you can help with age, maker or even how it was made id be very grateful.

It came out of the mould with a wobble and they rectified it so it would stand up properly. That is good practice.
