Blue bowl with clear band at rim - Scandinavian?

I admit I'm out of my element here. The bowl in the photos is 7.5cm high by 24.5cm diameter and weighs 1.11kg. The  lower inside of the bowl is slightly convex and the base is polished. There are no maker's marks. To my eye it looks Scandinavian, but I'm sure someone can tell me where and when it was made and by whom.
