Blue and yellow 'feathers'. Who and where?

Here is another item from the basement. It is about 7cm high by a variable 24-26cm in diameter and fairly heavy at 1.3kg. It has an energetically crimped edge and a base that is polished flat.
Although apparently a one-off handmade piece, it does not look like the work of any studio artist I know. It would be easy to dismiss it as unaccomplished work, were it not for the delightful colours in a pattern like feathers. Any chance that someone can suggest its origins?

It has a kind of Victorian look to it. Perhaps something like Kralik
