unfinished perthshire encased double overlay?

hi guys
this is a weight i picked up a few weeks ago which came from the same source of the caterpillar weight that was posted by another member and the half weight i posted last week which i stated that the lady i got them from said her dad was the maker and made these for himself 
this one  still has the score marks in the centre of the red and white glass and is looks unfinished underneath. would anyone have a reason my it was left like this i think unpolished on the encased glsass?
