I don't recognise those canes either, but unless the Chinese have dramatically improved their cane making, I agree that it's likely to be from some other place.
Your description of, "a little halo of clear glass, that seems to have melted around them", is good. One of the canes cleary shows minute air bubbling at a join between clear glass around the the cane and the main clear glass of the dome. I believe it is a problem of temperature differences of the elements at the time of covering with the outer gather. Some early Vasart weights show this effect and it can also seen in many other weights when canes are viewed in high magnification.
