Cranberry bowl with raised decoration

Hi, having no luck with this cranberry bowl with its raised decoration. I suspect it is missing a lid and yes its got a couple of nasty chips but it was drawn to me. Flat ground and polished base and polished out pontil mark, 4.250 inches dia and just under 2 inches tall.
Any help on maker and year would be much appreciated.

I think this is acid etched cameo? and perhaps part of a dressing table set?
 It reminds me of Baccarat pieces but I can't find a match for the background effect.  Could also be Saint-Louis or Val-St Lambert perhaps - worth searching to start with.
