Large Jagged 3 Teir Ice Bowl 1950s?

Hello all, I have this large bowl which is quite impressive, smooth on top, 3 tierd and heavily textured underside, very clear and white glow to it(crystal?) and very heavy, has a 1950s feel to it. Measures 27cm across and 8cm tall and 2.2kgkg, any ideas as to who made it, thanks in advance for ideas.   Simon

Since no one has replied I thought I'd throw out the possibility of Hoya Japan.  The sides appear similar to other pieces of Hoya I've seen but the clear smooth bottom doesn't fit?
