Not sure about the Edinburgh S.I.E.C. google brings up nothing.

Looks like a Caithness Myriad (red) to me - first issued in 1978.
No idea about SIEC, though.

Hi.

I suspect SIEC stands for Scottish Industrial Estates Corporation.  They were active in 1979, trying to attract overseas investment to Scotland. My guess is that it was a promotional gift.
