I think it is very likely an Ysart item and probably an unusual Salvador Ysart design.
As Nick says, the canes can been found in other "Vasart / Ysart" pieces. The fact that it has lots of air bubbles in the dome suggests the Ysart Brothers (Vasart) period to me. The green ground seems a bit "brighter" than I am used to for Ysart work, but maybe that is an effect of the photos?
The base finish with the central round area looks more like Monart than Vasart but there seems to be rough grinding as well, which I would normally associate with the Ysart Brothers period.
An interesting item with a central swirl that I have not seen before.
