Is this a Sowerby Vase with a Frog, please?

Small with a four inch diameter and nearly two and three quarter inches in height. It doesn't react to UV light. The frog is completely flat. As I'm in England I'm thinking maybe Sowerby but, to be honest, I don't know and would appreciate guidance.
