Antique Paperweight : USA or Europe ?

The seller says: NEGC and he relies on to the book by John Hawly, but I can not find any picture there which is similar.
My question: is the item from the USA (B&S?) or from Europe?
Any opinion?

I was thinking Germany/Silesia.  I've looked at it again and am now uncertain.  The pale green and red twists resemble some from New England Glass.  But nothing else reminds me of NEGC.
