It is definitely not a White House souvenir, at least not an official one. The emblem on the bottom of this blob of glass is not the White House seal which is a line drawing of the White House itself, nor the Presidential or Vice Presidential seals which have much more to them than just an eagle like this.
There are actually two recognized White House gift shops though neither gets any taxpayer money at all to operate. Both are operated by private organizations. One is a non-profit organization called the National Center for White House History which is located in the Decatur House about a block away from the White House, and the second is called the White House Gift Shop which is also run by a non-profit. They deal mostly on-line, but they also have a shop that is about 2 blocks from the White House. Their junk is typically Chinese stuff that is made to be sold for a couple of dollars and they do not pay too much attention to things like what an actual emblem or official seal really looks like. It could be something like this?
