Monogram on wine glass

I've just bought this glass because it intrigues me. It's 12.2cm tall, bowl dia 5.8cm, foot dia 6.6cm. Under UV it shows yellow luminescence. The bowl rim is not ground. The stem is seven sided and the cutting on the glass looks of a high quality. The base has a ground pontil mark.

The monogram is intriguing and I have made very little progress in my researches. The crown I believe is Russian or possibly Polish, but I am prepared to be corrected. The letters may read FL but are not in cyrillic script. If you think they may say something else then let me know.

So, where and when made and for whom?
