Any ideas if this is a Caithness? And if so, what it is called, when was it made, who was the designer/maker, etc.? Thanks!

Yes, it's Caithness. The CIIG means it's a second, (reject).

Well, not really a reject ... just that something in the making that was not quite right and therefore was marked as "second quality" and put into the Caithness shop at a reduced price.

This is "Space Beacon" in green (also was issued in damson and purple) - first issued in 1974/5. It was a limited edition (500 each colour) and designed by Colin Terris.

The limited edition is not cut like yours: there should be no seconds of limited editions - so quite frequently such weights were additionally engraved or frosted to make them different from the limited design, and be able to sell them as seconds.
