I think it's definitely European. I need to check some books to go further than that.

Hi. I agree it is European, but it may be difficult to narrow it down to a specific country.  According to Peter von Brackel's first book, broadly similar facetted designs were made in Czechoslovakia, Bohemia, Thuringia, and Silesia.  Date is probably first quarter 20th century.
