I think it is Arculus or Walsh Walsh. It looks a bit untidy for Richardson.
Indcidentally, there are no 'antique Whitefriars' paperweights, except in the mind and books of some American authors and those who have read their books. It is an old misunderstanding about Arculus / Walsh Walsh pieces, by authors who had only heard of Whitefriars, Bacchus and Islington in England, and assumed that any Old English piece was made by one of those companies. It has caused many wrong attributions, even though comprehensive articles and other books have corrected the position. The first recorded Whitefriars millefiori paperweight design is in the 1938 catalogue, and few if any were ordered and sold. The next ones are the 1951 Triplex and 1953 EIIR designs. The great majority of Whitefriars millefiori paperweights were made in the 1960s and 1970s.
