Tall, Blue Vase w/ Clear Flared Foot

I found this vase at a charity shop and thought it older and higher quality than TK Maxx.  This blue color reminded me of Iittala or Nuutajarvi.  I thought it also might be Gral, but I could not find it in a book I own on their work.  The glass is pretty thick, but the rim has not been ground.  Not sure if one might call this type of glass sommerso, cased, or neither.  It measures 11" inches (27.9 cm) tall.  Any help or direction would be appreciated.
