Derivative (there are several various versions) of Cosmos theme pattern. Cracker jar circa 1890-1910. Not scarce maybe just a bit uncommon. Edited: On second thought I believe its specifically COREOPSIS pattern made by the Consolidated Glass Co.

Wow, yes. I think you nailed it.  With a quick search of that, it's definitely it.  It makes sense in a way, being that it is in PA.  Thanks!
