Glass vase for ID help please

Looking for any information on this glass vase. It is signed on the bottom SI (could be a no. 1) 22.6.99 which must be the date. The blotched pattern on front is normal, colours are fused into the glass. The larger blotches on back are rough/sandy feeling and on the surface of glass. I'm guessing this is a mistake? 200mm high and 75mm across top. The thickness of top rim glass is 10mm.It's a pretty little thing. I can see a bunch of sweetpeas in it next summer!

May we see a close up of the writing please kathykate?  It may show up nicely if you rub talcum powder into the writing first. 
The glass has a look of Caithness about it,  but the rough area puzzles me.

That's nice and clear kathykate, now on the left of these numbers around the base are some markings that appear to be letters... are they letters that could be a signature or just part of the rough finish?  If you think they might be letters,  please can you talcum them and post a picture for us... the more we see, the better we can help you. :)

That's what I was just wondering too, and I also thought it looked a bit "Caithness" ish.
Could the SI be 51 ?

Took me a while to come back as there were some hyacinths in the vase and couldn't be bothered to take them out  ;D I've had another look at the underneath, with a lupe glass, and they are just surface scratches, not any more numbers or a signature unfortunately. So, people think Caithness?
