Blue speckled hand blown goblet help please

Any thought's on this one?. I think it's Victorian.

Rough pontil and age wear to the base, the hollow bubble in the inner base is full of years of dirt and dust.

6 1/2 inches in height, 3 1.4 inches across the rim and 3 inches across the base.
