Does anyone recognize?

This is a very cool piece, I'm guessing American Studio, but really have no clue.

It has a clear center, with flattened green rods leaning in different directions, I think of them as sea grass.

The clear is then cased in a thin white layer, which is then cased in "tortoise shell" colored layer.

The whole piece is spiral serrated , grooved?, the it is cut at a pretty steep angle.

It's signed, from '98, but I don't recognize the signature.

Any thoughts?
