Gorgeous Blue Glass Bowl - ID help

Please help identify this glass:

It is heavy weighing 1398g. It measures 8" diameter and 5" high. The base does have a smooth pontil.

The top and bottom rim has a 1" smooth dark banding and the middle part is like a hammered/chipped frosted effect.

Any help would be much appreciated.

most of the books, including your links Anne, seem to be calling this a 'hammered effect - rather than fish scale. :) ??

I've seen very similar in TKMaxx, coming from India, or Eichendorf from Germany. This is more in keeping with the Indian ones than the German ones though, which were mostly a brownish-green in colour.
