Can anyone help Identify a piece of Studio / Art Glass . It stands 13inches tall and has a polished pontil

Hi there,
this is a mystery to myself, but im sure there are a few collectors/dealers who might have a clue, very unusal design with the little spike like thingiemabobs on the outside never seen one like it before, is there good age related wear on the base??
