Glass vase with enamel decoration.

This cream colored glass vase has stumped me and two other discussion boards.  I've asked some local dealers (3) and gotten three different answers - Phoenix (I think not) Consolidated (hmmm..) and early fostoria ( not in any of the books I looked at).  Does it look familiar to anyone?  It is molded  with side seams and a perfect circle seam on the bottom that will not show in a photo.  

It is 7" tall.  Thanks for looking.
